Charlene Tarver is the principal and managing member of the Tarver Consulting Group, LLC. With more than twenty (20) year’s experience in business development, planned giving, contracts and tax planning, Tarver counsels high net worth individuals, businesses, non-profit organizations, governmental entities, and women and family-owned companies.
Tarver holds an LL.M. in Taxation and a Certificate in Employee Benefits Law from Georgetown University Law Center, a Juris Doctorate from the University at Buffalo School of Law, and a Bachelor's degree from NYU. Tarver is a former member of The US Supreme Court, the US District Court of Appeals for the 5th and 9th Circuits, US District Courts (District of Arizona (Bankruptcy and Civil)), and the Arizona Supreme Court. Tarver previously worked with the Tarver Law Group (Phoenix, AZ), the Antitrust Bureau of the Attorney General's Office (New York, NY), the Mayor's Office in Oakland, CA, and a private tax and securities firm in Washington, DC.
Throughout her career Tarver has been actively involved with numerous charitable and civic boards, including the Maricopa County Sheriff’s Office, the Phoenix Industrial Development Authority (IDA), City of Phoenix Parks and Recreation, City of Phoenix Pension Reform Task Force, Arizona List, Greater Scottsdale Boys and Girls Club, the Arizona Foundation for Women (Sandra Day O'Connor Scholarship Chair), Arizona Community Foundation (Professional Advisory Board), the National Coalition of 100 Black Women, Inc. (Phoenix Metropolitan Chapter), Homeward Bound, TGEN and her most recent appointment to the Georgetown University African American Advisory Board. Tarver has extensive experience conducting charitable tax planning having served as a planned giving professional for tax-exempt organizations such as Georgetown University, Arizona State University (ASU) Foundation, and Phoenix Children's Hospital Foundation.
Charlene Tarver is a 2018 fellow of the Flinn Brown Civic Leadership Academy and a 2017 alumnus of Leading For Change. In 2010 Tarver joined the distinguished Valley Leadership Institute and in 2009 she was honored as one of Arizona’s “Top 40 Leaders Under 40.” Her awards and accolades include the 2018 MLK Award, the 2016 Human Rights Leadership Award, and the 2016 NBA Presidential Award. Tarver teaches business and ethics courses at Gateway Community College, is a serious proponent of pay equity for women and girls, and is a frequent presenter on economic issues impacting women entrepreneurs and communities of color.
